That is by appearance, anyway. The boats to Block Island do not run with the same frequency and are more likely to be at their pier. Fishing boats join the scene. In the background, in some cases maintenance is going on. In other instances, cargo is being planned. There are fewer passengers, but there are still things to do. This is the nature of the waterfront and where this scene is set.
